Initially for 2019, the August waiver trades have been eliminated. All trades must be completed by July 31.

In 2020 roster size changes from 25 to 26, with a maximum of 13 pitchers.

I actually agree with and like both. I think MLB got these two right

I like both changes too

Just don't put more controls on the actual game on the field. (ie. Enforcing 3 batter minimum, bannig shifts etc)

The 3 batter minimum for a reliever is dumb. You should be able to have whatever pitcher you want facing whatever batter you want at any time. This isn't something that will speed up the game exponentially. This is nitpicking at best. The only time this even becomes an issue is when the rosters and expand in September and every team has 15 pitchers in the bullpen. Just have it so you can only have 25 players active per game in September. You can basically sit out your other 4 starters and have 4 extra slots per game. Instant fix.

Also not mentioned but interesting:

September rosters, meanwhile, will shrink from 40 to 28 (with a 14-pitcher maximum)

Love both of these:

[T]here’ll be cash prizes in the annual Home Run Derby beginning in 2019, including $1MM to the winner, as an enticement for the league’s top talent to participate. Commercial breaks between innings are being shortened for a second time as well.

No one cares about the Derby anymore but it's good to give incentive to top players to participate and bring some life into it. I'm skeptical about the commercial breaks being shortened, it's great but I imagine that'll mean more mid-inning advertising and potentially give way to the dreaded sponsor(s) patch on the uniform in the future.

Not sure if I like this one... I agree I don't like 7 pitcher changes per inning.. However, I do enjoy the Pinch Hitters, Pinch Runners, Defensive replacements etc and getting to see a lot of our young/minors guys..

"New Rule Changes"

Wow. I mean, "Rule Changes" would have sufficed.

Why be such a f***in idiot...…..

September call ups are rarely anyone interesting anymore so this doesn't really change anything in that regard

You know whats going to happen now down and the stretch and maybe even in the playoffs. Managers will use a match up reliever and than have that reliever fake an injury to force a pitching change. 100 percent going to be exploited.

With only 28 players, not sure if you get to see all of: Davis, Alford, Tellez, Rowdy, Paulino, Lieter, Berti. I left Jansen, D. Smith, and a few others off due to they were/would have been up regardless. This year we should have many more legit guys I would like to see have a cup of coffee in September..

I enjoyed seeing those last guys last Sept, even if some are very fringe...

This really isn't going to happen at all, I don't understand why people believe that's how it's going to play out. It's a simple fix, if a pitcher comes out of the game injured then they'll force the team to be put them on the 10/15-day DL or add a special exception and make them sit out for 3-5 days while taking up a roster spot barring actual injury.

It would be difficult to enforce that considering someone could have general soreness and be fine a couple days later. The only way they could counter is by saying that pitcher is automatically ineligible to pitch in the next game. They can't force teams to making roster moves. Players come out for precautionary often during the course of the season. Its absolutely going to be attempted. Unless they come out with the rule you suggested which they haven't yet.

I like all these changes. The HR derby isn’t what it used to be but it can be a tool to market the game so a $1m incentive would give players a reason to participate and try to win.

Less reliever changes also works for me. I hate one batter relievers. Those types were being pushed aside anyway but this will speed things up.

More importantly, the sides seem open to talk, which is good to avoid any potential work stoppage.

Fantasy players can rejoice if they are going to start using the DL in September.

Strongly Disagree on there needing to be prize money Given out to have them take part

In the sport they play and should promote to

Receive there Fat ass pay they get for it ...

Those Stats are the same stats to say we deserve more and pay me more then any human deserves to be payed for it ...

The sense of entitlement ******** is enough

Already ... It’s a game and most have 20 or 30

More living to earn and be a productive member of society after there ball playing

Egos and Skills diminish to were they actually have to get a Real job and ummm f***ing work ... just like the no trade clause and guaranteed contracts should be removed from all contracts in any Sport and not allowed hence forth either !

It is the Fans that Vote , and it should be unforced by both , MLB and the Teams to make sure those who can and should be there

Are there both for the game , the team they represent and the Fans !

The Prize money if Donated to a charity they are playing for at least I could get behind or support ! Maybe have Major League Baseball

Do segments on the charity they are playing

For and open it up to Donations for each of them which Major League Baseball or some rich fat cat cooperation will match or double

During the competition ! The million Dollars

Instead of going to the player goes to his charity if he wins !

3 batter minimum is going to be fun, or not so fun, if the reliever loads the bases. Could dramatically affect the game outcome.

I like:

-July 31 hard trade deadline

-slight reduction of commercial breaks

I don't care:

-All-Star voting changes

-Home Run Derby

-Mound visits

-Position player pitching

-28 man September rosters

I hate:

-Rosters expanding to 26

-3 batter minimum

3 batter minimum is a bit blunt and heavy handed but I think I like it. I would have preferred something that forces teams to naturally select for guys with more stamina/repertoire and still allow 1 batter match-ups if they want. Maybe one less bullpen slot on gameday so if you want to burn a guy for one hitter, you can but it's risky, or something.

The end of the Loogy

If I were running things this is what I would do:

Time/pace of play related changes:

-Reduce the time between innings even more. I think I read that in the 1970s there was only a 1 minute break between each inning. MLB should do something like that and in order to make up for the ad revenue they could go split screen for the first minute they are back or something. That would be over 15 minutes shaved off.

-The 20 second pitch clock isn't a bad idea. I'd probably do that too.

-I wouldn't mind seeing them ditch replay during the regular season it takes up a lot of time. Maybe just let the booth review plays only and only if the game is close and late (7th inning and on, 3 run game or less)?

Other changes:

-I'd encourage more individuality and stuff like that as well. Letting players celebrate after good plays is a good way to allow more personalities to shine through.

-I'd implement the DH in the NL.

-Shorten the regular season to 154 games.

-Condense the postseason by having fewer off days.
