He's waiting that the Dodgers match the offer Jays make. So doesn't sound really interested to play here, otherwise he will already have signed with the Jays. I do not think the currently available free agents are getting the money they want, hence the hold up.

Each of them is waiting for the slightly better player ahead of them to sign so they can become the next hot commodity and generate a bidding war.
