They don't want to hover around .500 and be in the race at the deadline. Keeping him likely puts us in a better position to cash in JD and Happ.

He bounced back nicely in 2016, but yeah, he looks done. I know I've read a few times that Hanley doesn't like baseball, so perhaps this type of decline shouldn't be that unexpected. He's like Adam Dunn.

According to Marc Topkin of the Tampa Bay Times, the Rays have traded outfielder Denard Span and closer Alex Colome to the Mariners. According to the Topkin, the Rays will acquire Andrew Moore and Tommy Romero from the Mariners in return.
