The process is what is known as "Final Offer Arbitration" (though in the world of alternative dispute resolution it is now becoming known simply as "Baseball Arbitration"). In mid-January, each side to the dispute submits a salary figure to a panel of independent arbitrators. After a few hours of hearings, held in early February, the arbitrators pick one figure or the other. The arbitrator cannot "split the baby" and settle on a salary in the middle of the spread between the club's figure and the player's. One side leaves the arbitration a winner and the other a loser, heightening risk and encouraging negotiation and settlement. This is the critical element of baseball arbitration: it is designed to produce a settlement, not a verdict.

During salary arbitration the player and the team each exchange numbers for the contract for the following season. The club’s offer must be at least the same amount that the same amount as the player earned the previous season. The player’s offer can be as high as they like but the two parties must come to an agreement on a number. If the team and the player cannot find common ground by the January deadline then an arbitration hearing is scheduled. Arbitration hearings are scheduled between February 1st and February 21st. Actually, these hearings rarely come to fruition because the players and clubs are still allowed to negotiate between the deadline and the scheduled hearing. Usually they come to a middle number. If, for example, a player wants $10 million and a club offers $8 million the two will agree on $9 million in order to avoid a hearing. What happens if an arbitration hearing does take place? If an arbitration hearing is held each party is allowed one hour to present their case to a panel of three judges. A player’s accomplishments or lack thereof are brought into play as can be the team’s record and attendance. The gamble with going to a hearing is that there will only be one winner. The court has 24 hours to make a decision and will either side with the player or the team. The judges are not required to explain their decision.

Its not Shapiro's fault Dunedin sucks. I would be fine with bringing him back on a minor league contract. I just really doubt his ability to stay on the field and his injury really diminished his tools. I just hate wasting money. Even if its not my money. Hopefully he shuts me up. Just don't agree with him getting a guaranteed salary. Or taking Donaldson to arbitration.

Most casual Jays fans don't understand how the arb. process works so thats a big reason for it but even guys like Shi Davidi are voicing concerns about taking him to arbitration 2 straight years which will only make the public perception worse.

That said, I think the Chavez trade was another example of the Jays placing value on intangibles. Everyone seems to say that Chavez is both a great teammate and a second pitching coach for our young pitchers, so maybe that put the trade over in their eyes?
