No. In all honestly it's probably just Boras leaking fake Blue Jays interest to the Japanese media in order to increase Toritani's leverage. Maybe all Toritani wants is more money from his NPB team so he hired Boras to fake legitimate interest to cross the ocean.

Not sure if the guy deduced that because he understood Japanese, or if he picked it up based on the shoddy translation, which can't really be counted on.
