Apparently we are in advanced talks with Korean RHP Moon Seo-jun with the leftover IFA money that we have from the failed Roki Sasaki bid.

This kid was apparently going to be a Top 3 pick in the KBO draft and is super projectable at 6'5 (which is irregular for a Korean pitcher). From an article I found, he's hit at least ~94mph with the fastball.

In terms of projecting ability, wouldn't the high school japanese or korean demo always be easier to project than the 12/13/14 year old latin american demo? 

Or in other words, why isn't this a place where teams spend a big chunk of their pool each year?

Couple reasons, but the main one is the unofficial/official agreement between the leagues that they won't do that.

The pro leagues in Asia are highly highly respected in their cultures too, players don't just want to play there, it's considered an honour to play there out of high school

Probably because:

  1. most of the players suck 
  2. the small number of players who don't suck actually have other domestic options so they require too much money to leave. they just enter the KBO pipeline rather than uproot their entire life for a $100k signing bonus.

Most 13 year old dominicans we promise several million dollars to also end up sucking. 

Finding the right 18 year old japanese/korean player to give a couple of million to and then turning around and giving a ton of latin american 16 year olds mostly 100k with some 500k sprinkled in seems like just as good a strategy.

It can still happen. But the Asian players have to forgo their own draft to do so. I don't even know if its happened before now even once

It's the buscone life in the DR etc... it is what it is, but high talent guys get there piece. An International draft would change that s***.

France coming in represents a bit of an opportunity in triple A. If he sucks and one of our right handed bats in triple A can get white hot over the next month, they might get a shot in september.

Yep. Just watching him pitch is pretty cool. Personally reminds me alot of Robbie Ray in how he throws and his overall look.

Just did a Fangraphs search for all of the affiliated minors, minimum 40 IP 

K% leaderboard

1. Travis Sykora (just blew out his elbow)
2. Ryan Brown but he's 22 in A ball and walks everybody
3. Johnny King 42.2%
4. Trey Yesavage 41.9%

 

Yes, Toronto has 2 of the top 4. And #9 in Javen Coleman and #17 in Gage Stanifer. 
And they traded #18, Mr. Kendry Rojas. 

Yes. The Toronto Blue Jays have a little whiff factory going in the minors.

Wow, wouldnt have thought a dude could walk 8 per 9 like Ryan Brown and still only have a WHIP of 1.4, ... half a hit per inning. Dude is wild ... and unhittable.

Sounds like he's a tweek away from being an absolute stud... although you don't see many success stories on guys walking 7-8 per 9.  That may be unfixable.

Also nice to see guys like King, Pinango and Stanifer jumping up there. Arias would likely be higher if he had any international pedigree on him when he signed.
