If a guy pulls out willingly (like an SP that pitched on the last day before the break), the managers and commish office decide who to replace him with, but if a guy can't compete due to injury, the next leading vote-getter at that position gets the nod. At least that's how it was defined in an article written today on MLB.com.

They cancel like 50m votes a year or something.

You're assuming it would take the Jays a whole 7 games to win. You'll only need two of those tickets since they'll sweep in 4.
