Toronto Blue Jays The Blue Jays signed the best prospect available last year, shortstop Franklin Barreto, for $1.45 million. Barreto is playing well in the Rookie-level Gulf Coast League, while Dominican shortstop Richard Urena, a $725,000 signing, is off to a solid start in the Dominican Summer League. Barreto and Urena were both good hitters who projected to stay at premium positions. Venezuelan shortstop Yeltsin Gudino fits that description and looks like Toronto’s top target. He should sign for at least $1 million. The Blue Jays are tied to another Venezuelan player from Carlos Guillen’s academy with an advanced hitting approach, outfielder Freddy Rodriguez. The Blue Jays have a $2.81 million pool, so they could sign both players and still have $1 million left to throw around.

De Aza, a 16-year-old who trains with Pedro Nivar (“Nube”) and plays in the DPL, has performed well for a few teams in games, although his righthanded swing gets long so scouts were mixed on his bat. At 6 feet, 170 pounds, de Aza is a grinder with decent hands, an average arm and average speed. The Mets look like one of the teams trying to get in on de Aza. At 6 feet, 190 pounds, Ihan Bernal has shown a strong arm that helps him produce above-average pop times. His bat has been inconsistent, but he’s performed well in front of a handful of teams. He also hit well playing for the Diablos Rojos in winter ball in Panama, batting .304/.428/.363 in 27 trips to the plate. The Braves have also been connected to Bernal, while the Mets and Marlins could also be in the mix. MLB gave Mexican League teams a pretty sweet deal when it determined that Mexican players signed through the Mexican League will only have the portion of the bonus that goes to the player—25 percent—count against a team’s bonus pool. That should help inflate the price of Mexican righthander Edgar Arredondo, whose rights are owned by Quintana Roo of the Mexican League. Arredondo is 6-foot-3, 190 pounds with solid mechanics for his age and an 87-91 mph fastball. He throws a solid changeup that flashes average and is ahead of his below-average curveball. Some scouts like his feel for pitching, although he’s not as advanced as Julio Urias was last year when the Dodgers signed him from the Mexico City Red Devils.

I mean the Yankees, Rangers, and Phillies have less bonus space than us and they're getting some very good talent in Molina, Diplan, and Encarnacion respectively. Add that to the fact that the Rangers have been connected to a bunch of guys. I'm happy with Gudino, though part of me wants to sneak in and steal Torres from the Cubs somehow. When I see him I think Barreto with more power and better actions at short.

They're limited by the league to what they can shell out for international bonuses, so they should be hitting their cap every year. What's interesting, however, is that bonus pool money can be traded, so it's possible that AA is using that to sweeten some sort of trade pot (though, as a guy who loves getting talent into the system, I'd hate to see that happen...) Also, it's July 2nd, get a move on guys!
