This part makes it even worse, since some teams do have ownership issues that curtail the FO. I am not aware of ownership curtailing the Jays lateley.

One of the primary responsibilities of a chief baseball executive is managing upward — getting your owner to buy into, both literally and figuratively, your vision for how to run a club. Some owners are more difficult to sway than others.
