It does make a difference. The Jays can't option him in 2025. That means you have to carry him on the MLB roster. He hasn't shown he has control, and if they do want to compete next year, how can you retain a pitcher like that on the 26 man?? Then if you DFA him in April because he is costing you games, you will get zero, not anyone's 30th ranked org prospect and another dude. You will get nada.
Roster management now and in 2025 is a key consideration.
