Is it really contingent on Pipeline? lol

 

apparently! for the prospects to qualify they need to be "top 100 prospects" which is defined as being ranked by two of BA, MLB, or ESPN.

"Service time manipulation

Teams who promote players in time to receive a full year of service, which is 172 days — so, Opening Day, or very shortly thereafter — have a chance at additional picks in the amateur draft. (If an international draft is agreed to, teams can potentially receive international picks, as well). Players with 60 days of service or less, who have rookie eligibility and are included in two or more of the preseason top-100 prospect lists put out by Baseball America, MLB.com or ESPN, are eligible. If, in the time before they hit salary arbitration, those players go on to win Rookie of the Year, finish top three in MVP voting or top three in Cy Young voting, their team gets an amateur draft pick following the end of the first round. A player can only create one new amateur draft pick for his team over time. But if an international draft arrives, a team can get as many as three total picks: two international and one amateur, with a max of one such pick per year).

 

A player who has rookie eligibility, opens the season with 60 days or fewer in service time and who is included on two of the top prospect lists gets credited with a full year of service, even if they were promoted too late on the calendar to otherwise have received it, if they finish in the top two in Rookie of the Year voting in their league. That's insane, so dumb. They should at least add another 50 to 100 guys if they're going to do that.

Pretty arbitrary method to qualify but I guess the thought is the Corbin Carroll’s and Adley’s of the world are most likely to be ROY contenders

It’s not perfect but it works. J Rod would’ve been kept down to start this year had the rule not been in place.

 

Losing a year on Adley feels like a massive blunder. Might as well get started on that mega extension for him.

I guess the thought is that teams should not be rewarded with picks just for placing a random prospect on their roster, who happens to win ROY.

 

The point of the rule is perhaps to stop the manipulation of service time for TOP PROSPECTS. The league and MLBPA don't care as much when it comes to unknown prospects.

 

I guess.

Ian Happ and Adbert Alzolay would both fit. Problem is the two young catchers are too much and two years of Jansen isn’t going to interest them.

I looked at the Cubs the other day, there is really no trade fit at all for Kirk or Moreno there. They'd have to package multiple top prospects which does not make sense for them.

All good points. The rule isn’t to reward development of ROY votes it’s to stop teams from holding down prospects.

 

Weird to see how it played out with so many big names this year.

 

Don’t the top 3 qualifiers get some sort of compensation or am I dreaming that up?

Yeah you can do awards based bonuses for pre-arb players now. I think ROY can be a bonus of up to $750,000 and there are higher bonuses for the bigger awards.

 

I don't know if these are automatic or if teams are just allowed to offer that in their entry level contracts for players.

Not one person in baseball thinks he will ever touch a sub-3 ERA again (maybe not even sub 4)

 

2022 seems like a complete fluke and no one is sure how he even did it

There you go! You want to encourage teams giving legit top prospects a shot, and discourage teams that aren’t competing from filling out their mlb roster with lottery tickets, taking jobs away from legit mlb guys

With top prospects, teams will still have to weigh the decision as there’s a potential benefit but also the potential to waste a service year.

 

On the 100-300 guys, there’s less at stake.
