He's still among the 10 highest bonuses for 16 year old pitchers ever (I think he'll still be 8th all time), The list of pitchers higher paid is not pretty (even Anderson Espinoza is ready to head to the bust pile).

Right now he has velocity (so do several 16 year old 2019 draft class high school spects) and a "mature approach". I'm sure he has a lot of improvements to make. My only question about the concerns is that body isn't the only thing that increases velocity and effectiveness.

Stuff wise, he's probably comparable to someone like Francisco Rios right now, and Rios is a fringe SP prospect. He absolutely has to get better, we aren't talking about a kid with MLB stuff today. Guys that throw low 90's are a dime a dozen.

Seems to be strictly about lack of physical projection though perhaps the criticism was just poorly paraphrased. Well unless he's sitting at 95 his FB might be considered plus now but in a few years time it would probably only be average. And if the stuff doesn't get better is he going to be able to succeed against high level hitters? That's probably what the scout's concerns are.

This seems like a weirdly scout-centric perspective. "This guy is already pretty good but he doesn't lend himself to hyperbolic wish casting so I don't like him." Yeah I think you're hitting on some truth. Almost like scouts would prefer a projectable 89 over a short guy throwing 93. You see this type of stuff even in the normal draft. Scouts and scouting types get stuck in their traditional thoughts a bit too often.

And they were unavailable the last 2 years, paid massive league tax on going over there limit 10 fold, lost a couple picks and another fine(on some other allegation)... they don't give a f***.
