I'll give AA credit; he went hard after Vladdy, took the penalty, but got the best player he could. I have no idea if Franco is good or going to be good, but if he's by far the best talent available, then I might have liked that strategy used this season as well.

I really like Pardinho though, so if they have a plan to get him and four other guys and still stay under the limit, that seems like a really nice play.

 

Obviously the 5 targets could also mean that they plan to blow out their pool again this year. We'll see how it goes tomorrow.

The new CBA imposed hard caps, so there is no blowing past pools anymore. If you read the BA summary from the previous page, it seems like they WERE set to blow well past their pool in 2017 before the new CBA put an end to that, at which point they had to adjust their strategy. They can still acquire more bonus money through trades, especially now that we are getting closer and closer to becoming sellers at the deadline.

Boston Red Sox ($4.75 million)

 

After the Red Sox went over their international bonus pool in 2014-15 to sign Anderson Espinoza and other 16-year-old Latin American prospects (before later signing Yoan Moncada), they were limited to signings of no more than $300,000 in 2015-16. They then lost some of their most prominent 2015-16 signings—including Albert Guaimaro and Simon Muzziotti—when MLB removed them from the organization for what the commissioner’s office deemed were signings that broke league rules. The Red Sox were then banned from international signings for the entire 2016-17 signing period that concluded on June 15.

 

The Red Sox are back in the game in 2017 in what looks like a big year for the organization. So big, in fact, that the Red Sox will likely have to trade for additional bonus pool money. They have $4.75 million in their pool and can trade to get up to a little more than $8.3 million, and based on who they’re planning to sign, it’s probable that the Red Sox will make at least one trade on July 2 or soon thereafter for at least a couple million in pool money.

 

Boston’s biggest signings this year are expected to come from Venezuela, a country the Red Sox continue to scout aggressively despite its challenges. Their top signing will likely be Daniel Flores, the No. 2 international prospect and a player who is at the top of the list for some clubs. Between Flores’ talent, a Red Sox farm system that’s lighter than usual and will probably thin out before the trade deadline, Flores would immediately become one of Boston’s top prospects.

 

The Red Sox are also expected to sign Venezuelan shortstop Danny Diaz, the No. 7 international prospect, which would give them two of the top 10 prospects. Diaz is unlikely to spend much if any time at shortstop after he signs, but he has one of the best combinations of hitting ability and power in the class. They’re are also linked to Venezuelan shortstop Antoni Flores, No. 35 on BA’s Top 50, and seem to be higher on him relative to the industry consensus. The Red Sox are also tied to Nelfy Abreu, a switch-hitting shortstop from the Dominican Republic, and Venezuelan shortstop Denny Daza.

July 2 Sortable Board and Rules Primer

The 2017 July 2 signing period is set to begin on Sunday. Here is the 2017 J2 Sortable Board with tool grades and scouting reports for the players whom I believe to be the best in the class. The changes made to the J2 process when the last Collective Bargaining Agreement was ratified in November are significant and have impacted the way teams approach signing players; altered how a given class’s talent is distributed throughout baseball; changed players’ earning power; and, at least for now, forced prospects to consider how to best time their decision to sign.

 

Before diving into the details pertaining to this year’s class, allow me to suggest some prerequisite reading should this be your first time navigating FanGraphs’ scouty pages. If the 20-80 scale and scouting terminology is new to you, this piece will be helpful. If you’d like more context on the previous July 2 rules as we discuss the way the new CBA has changed them in this article, I suggest this.

 

 

International players who are already 16 years old, or will be by September 1 of 2017 (or the applicable year), are eligible to sign with teams. If a prospect is old enough (age 25, formerly age 23) and has the requisite pro experience (six years, previously five) in a foreign professional league, he isn’t subject to J2 rules and instead becomes an open-market free agent. These parameters include players from all foreign lands, including prospects in Japan and Korea.

 

 

Players have their earning power limited by the firm bonus-pool caps to which teams are now subject. Under the former CBA, these caps were soft and teams were allowed to exceed them while paying a tax on the overage. Teams that exceeded their bonus pools were also forbidden to sign a single player for more than $300,000 during the next two signing periods. Clubs that were slated to be in this “penalty box” for 2017 and 2018 are still forced to stay there even though the rules have changed.

 

 

Under the new CBA, the bonus pools are hard-capped and teams cannot exceed them. Most teams are allotted $4.75 million to spend in a given signing period, while others are given an extra $500K or $1 million to spend. The latter supplements are doled out in a manner similar to how competitive-balance picks are distributed for the draft, with smaller revenue/market teams receiving extra help. Here are the way the tiers shake out for the 2017-18 J2 period. Asterisks denote teams in the penalty box. (Two asterisks means they’re in it next year, too.)

Because of the hard caps, Major League Baseball will spend about $153 million, max, on international amateur talent this year. The Dodgers spent $92 million on their own during the 2015 J2 period. Great job, MLBPA!

 

 

This year’s class is heavy on outfielders, which is strange for a market that is typically dominated by shortstops. Most of the sources with which I’ve spoken consider it a slightly below-average group on talent, largely because they prefer classes packed with players who have a chance to stay at shortstop. This group is far more physical than a typical J2 crop, however, with many prospects appearing closer to physical maturity than is usual.

 

 

There are a few players who will be eligible to sign Sunday who are contemplating whether or not to sign during the 2017-18 period. Sources I to whom I’ve spoken speculated two potential reasons for this. First, it’s possible that the player in question had a verbal agreement with a club before the new CBA was ratified and, because of the hard cap, will now be unable to receive agreed-upon figure. Second, it’s possible that the finite amount of funds available to players under the new CBA is forcing prospects to consider if there’s an optimal time for them to sign.

 

 

Regarding that second point: the international community (including trainers/agents) identifies players early and already has an idea of who the top players for the next class or two will be. That could allow a player and his trainer to realize that the player is, say, about the 25th-best player in the current class but would be closer to the 10th-best player in a weak class the next year, thus allowing that player to enter the following year with more earning power. Of course, many of these prospects come from places of poverty and don’t have the luxury to wait that long.

Probably the only time you will ever see a 16 year with such similar "now" and "future" grades.

 

This should be a good litmus test for traditional conceptions of scouted "projection"

Eddyzon Moreno didn't even make BA's writeup or their Top 50 ranking, so its really interesting that Longenhagen has him ranked #21. You usually don't see that much variance in IFA rankings.

So...we signed the only pitcher listed in the top 25... what's Pardinho's ceiling?

 

There's a detailed scouting report on every prospect on the first page :). I think it's hard to really say what his ceiling is since he's a 5'9 16 year old who already throws 95 MPH.

 

14. Eric Pardinho, rhp, Brazil

Born: Jan. 5, 2001. Height: 5-9. Weight: 160. B-T: R-R.

 

Pardinho made his mark last year in July at the COPABE 16U Pan American Championship in Panama. Pitching in front of a slew of high-ranking scouts against a Dominican team that featured top 2017 prospects, Pardinho struck out 14 batters with only one walk in six innings. The in September as a 15-year-old, Pardinho pitched out of the bullpen for Brazil in the World Baseball Classic qualifier in New York.

 

No 16-year-old pitcher this year has a better combination of present stuff and pitchability than Pardinho. His fastball sits at 88-92 mph and can reach 94. He throws a sharp, tight-spinning curveball with true top-to-bottom action that already flashes plus and gives him an out pitch. Pardinho throws with minimal effort from an easy delivery with smooth arm action and good extension. He repeats his mechanics, throws strikes at a high rate and has feel to pitch well beyond his years.

 

There’s little disagreement among scouts about Pardinho’s present ability, but the common risk factor most cite is how much better he will get. He has a small stature and doesn’t have a large frame on his upper body to fill out while his lower half is already strong, so his physical projection to gain velocity may be limited. Compared to other shorter righthanders at the top of recent classes, Pardinho doesn’t have the same electric upside as Anderson Espinoza, but he has a better delivery and better chance to start than Marcos Diplan. The Blue Jays are certainly comfortable with smaller righthanders with homegrown Marcus Stroman in their rotation. They’re expected to sign Pardinho, who is represented by Rafael Nieves.

Seems like a pretty cheap price for someone ranked that highly. I guess a lot of these guys had agreements 12+months ago so if they became better then you can get a steal.

Maybe but i think it probably has more to do with every team having a hard cap that's driving down the prices of everyone. Only so much money to go around.

Am I the only one who finds this to be a bizzare criticism? Seems like he already throws hard enough to potentially be an effective major leaguer anyways. Does it really matter that much if he doesn't add velocity? This seems like a weirdly scout-centric perspective. "This guy is already pretty good but he doesn't lend himself to hyperbolic wish casting so I don't like him."

If a guy is short his fastball might not play up to the same relative velocity considering how close far their arm is when they extend so I think its valid.

Well that's not how it was phrased. No mention about his fastball not playing up because of the angle. Seems to be strictly about lack of physical projection though perhaps the criticism was just poorly paraphrased.

I fail to understand why lack of projection isn't a valid criticism. Projection is a good thing whether a player throws 85 or 95.

I think the point is that he's already good so who cares if he doesn't get better.
