But sure some rando waiter in Alabama recognizes him in plain clothes.,

If the waiter really did recognize him I think he'd be more excited that he might get a good tip off a guy who makes some pretty good money rather than trying to make some political statement. It originates from the guy Maxwell was with. But if he's not on board with his buddy's story than he can clarify it. Everyone and their mom thinks it's him who said it. If he disagrees he should probably pipe up otherwise it seems like he's adopted the story as his own.

The story is that the waiter recognised him only after checking his id, that makes a lot more sense than recognising him by sight. The waiter says he refused service because someone else in the party didn't have id on them.

For me, that's the story right there, lol. 99% of waiters in Toronto wouldn't recognize Raffy Lopez. They're from the same town, just saying. As KK said... the councillor made it public, not Maxwell.
