Actually he's swinging at less pitches than his entire tenure with the Blue Jays. His struggles aren't really related to plate discipline, it probably has more to do with his batted ball profile this season. An increase in infield flies would appear to be his biggest issue this season.

A factor in the team's favour is the very weak FA market. But 4/80 is a lot for a 32-year old you'd likely project at 2-3 wins, and who has a long injury history. And a lot of teams with money to spend have a shortstop in-house who is average or better. Maybe the Tigers or Mariners? Would Seattle add a 20M per year player?

The complete lack of anything resembling a viable in-house replacement means you can't trade him unless you have a deal lined up to bring someone else in. And they probably only jump through those hoops if they want to cut down on their long term financial commitment to accommodate a Donaldson extension or something.

I can see Urena pushing him by mid 2018, but that's probably a best case scenario.

Average shortstop wRC+ is 96, and Tulo is at 104. So he's a bit above average offensively for his position. Defense grades as above-average, but not elite. Given his age, you'd probably project him to be about average offensively and defensively next year.

I'm not really on the "he should be dumped" train, just the "that contract makes me nervous and it would be nice to replace him with a less risky alternative" train. Just last offseason Brad Miller was acquired for a swingman, Jonathan Villar was picked up off the scrap heap, and Asdrubal Cabrera was signed for 2/18.5. If the team can find someone they project for at least 1.5 wins for minimal investment, then dumping Tulo and putting the $80M towards something else (JD extension?) makes sense.
