Cubans Gutierrez and Yadier Alvares ineligible until next july 2 :)

Vladimir Gutierrez and Yadier Alvares, two promising young Cuban pitchers, won’t be eligible to sign during the current international signing period, according to major league rules.

 

A few years ago, Major League Baseball began a registration system for international amateur players. Any player born after Sept. 1, 1995 must be officially registered with the commissioner’s office to be able to sign. Since Gutierrez, a 19-year-old born Sept. 18, 1995, and Alvares, an 18-year-old born March 7, 1996, are not registered, they are ineligible to sign during the current 2014-15 international signing period. For Gutierrez and Alvares to be eligible to sign during the upcoming 2015-16 international signing period, which begins on July 2, they must be registered by May 15.

 

The registration rules help the commissioner’s office keep some order to a chaotic system of signing Latin American amateur players from countries like the Dominican Republic and Venezuela, where players don’t play for college or high school teams, and where age and identity fraud remain prevalent. Cuban players, though, are in a tough spot. While there are Dominican players every year who would otherwise be eligible to sign but have to wait until the following July 2 because they did not register, Cuban players are unable to register at all while they are living in Cuba.

 

It’s not clear whether Gutierrez or Alvares would have been able to be cleared to sign during the current signing period anyway, however, regardless of the registration restrictions. Gutierrez just defected from the Caribbean Series team in Puerto Rico last month, so teams were expecting him to be ready after July 2 anyway. Alvares hasn’t been out of Cuba for much longer. Both players still need to obtain permanent residence in a foreign country and then be declared free agents by MLB before they are free to sign.

 

That means, barring any changes, five teams will essentially be eliminated from signing Gutierrez and Alvares. The Angels, Diamondbacks, Rays, Red Sox and Yankees have all gone over their current 2014-15 international bonus pools, which means that beginning on July 2, they won’t be able to sign any pool-eligible players for more than $300,000 for two years.

 

In August, Baseball America ranked Gutierrez the No. 12 player still in Cuba after he won the rookie of the year award during the 2013-14 season in Serie Nacional. He has increased his stock since then thanks to his improved control, with a projectable frame that should help him add to a fastball that touches 93 mph, along with a plus curveball. Alvares is a more recent pop-up player who has intrigued scouts in limited looks, with erratic control but a fastball that has touched 97 mph.

 

Cuban infielder Yoan Moncada will not be subject to the registration requirements, since his May 27, 1995 date of birth narrowly beats the cutoff by three months. The registration rules haven’t had any significant impact on Cuban players previously, since the players of interest to MLB teams who have left Cuba before have been born before Sept. 1, 1995. In the future, though, the rules will affect more players who leave Cuba, since many of the country’s top young players, including those who played on the junior national team in Mexico in September, were born after the cutoff date.

Amazing news! We're still going to have to fight off the Cubs and Rangers, but at least our hands aren't theoretically tied. Adding Vlad Jr. and Yaddy Alvarez or Gutierrez would be a monster signing period in and of itself.

I can see the Jays going after a bunch of traditional IFAs like the Yankees did, but I don't see them signing big ticket Cuban names if they cost as much as Soler did. They won't be able to justify that much wasted money in overage fees to Rogers to be able to receive the clearance on those sigings.

This is good news. Come July, FO will be in a better position to determine whether the signings are necessary or not. If we have a few spring injuries or a slump, I hope they are aggressively pursued.

Add that to Price and Cueto signing here and it looks like the Jays will breeze to the playoffs next year. Maybe a big free agent bat to eventually replace JB as well.

IIRC the Jays have had a domestic draft budget of around $10M in the past few seasons, but this year they only have ~$5M.

 

If all they do is move amateur purchasing funds from one arena to the other, look for them to spend around $8M on international kids this summer/fall (they should get something like $3M in international slot money).

It's not like there are many really tempting high tempting budget-breaking guys for the draft, either. Kyler Murray will probably be gone and if he's still available, it's probably cause he wants like $5M lol.

 

BUT...

 

If the Jays are spending 8m on international kids: Vlad Jr is 3.2, that's a remainder of 4.8. But, assuming their pool is $3M (or their entire budget is Vladdy or whatever), and it's a 100% overage tax (it is, right?), they can give out a $2.4m bonus while paying a 100% overage. So they might be able to get one of Heredia/Gutierrez/Alvares/Tatis Jr.?/Ortiz if they sign for less than Vladdy, but I wouldn't bet on it. So basically, we'd have to be saving the funds we're not using on our MLB payroll right now to go all out this year.

If you're signing a ton of these $3m bonus guys, after like the first one they turn into $6m bonus guys, and those add up really, really quickly, and by the end of it you're at the point where you could either take all these DSL Angrioter Jr.'s, or you could sign a guy like Matt Garza in the offseason (or whoever for this upcoming offseason). It might be better this signing period, when there's a lot of elite talent available and a commish who might be crazy/weird/proactive enough to instill an international draft. But it's still a lot. Hope not too many are disappointed if we don't go all out.

It also seems like a given that in any signing period going forward, now that the strategy is firmly out of the bag, several teams will have decided to go all out, so there's no guarantee that you can simply open the wallet and bag two or three of the top five talents, or anything like that.

 

What you can probably hope that Toronto does though is something like a simmered down version of New York from this signing period - just go crazy on a bunch of guys in the six digits bonus range. I think New York signed like 30 guys...

My pipe dream within reason at this point is Vladdy + Heredia/Gutierez/Tatis Jr, one of the three. Not really anything else.
