Putting general board bitterness aside though, this isn't trolling. Spreading false reports is definitely bannable.
Also, just because someone got away with something doesn't imply tacit approval from the mods. Some stuff falls through the cracks. It's bound to happen. We're not always on top of everything and it's annoying when some larger conclusions are drawn from that.
Finally, reporting is not a bannable offense in and of itself and it's annoying to have this stated so often. Judicious reporting is super helpful. The only thing that's problematic is being spammed by constant reports for the same thing. Reporting doesn't guarantee an immediate response or even any response but it does help. That being said, you wan't always get what you want from the mods and you have to be willing to just let it go sometimes. If you really aren't comfortable reporting or IMing mods than at least have the decency not to complain about posters not getting banned. It's really annoying to have to read complaints about a situations not being dealt with when they weren't brought to our attention in the first place (either through reporting or IM). Again, bringing it to our attention doesn't guarantee action but even when we don't act immediately, we do take note of complaints and that can lead to action down the line if not right away. Sometimes we're slower than we should be, sometimes we just don't see it the way you do and sometimes we're just flat out wrong. I don't think any of that means you can't work with us.
