He actually did have a swinging strike against Villar.
He threw 29 pitches. If literally one of the close check swings were ruled to be a swinging strike that would have given him a 6.8% swinging strike rate.
The average reliever this year has an 11.6 swinging strike %. Ottavino had an 11.2% last year and his career rate is 11.0%
