  1. Two opt outs!!!! There are TWO opt outs in the contract!!! This changes everything. The value of the opt outs probably puts the "theoretical" value of the contact well up over $200M.

IMO this place SHOULD instantly shoot to the top of all public sector prospecting outlets. There are a lot of smart people involved there.

Using and creating three letter acronyms is basically a sport in itself, within the sport of baseball. Also, even if you wrote "three true outcomes" instead of TTO or "times through the order penalty" instead of TTOP, the casuals would still be just as clueless.
