One thing Marcum has always been able to do is locate his fastball. If he can locate 88-89 and show his slider a few times a game, his devastating change should allow him to get by as a viable starter. Kuma has been doing it, albeit with a splitter instead of a change, and at a much higher level than you'd ever expect from a 33-year old Marcum.

Rotations projects as what next year, Stroman, Hutchison, Norris, Sanchez, Hoffman? I dunno, odds are that to of those guys will suck and another will lose most of the year to injury.
