When a prosecutor decides not to pursue charges, it doesn't necessarily mean laws were not broken, it may simply mean the prospect of conviction is considered low. As you know, people acquitted of crimes are often found civilly liable. The threshold of a conviction (beyond reasonable doubt) is much higher than the threshold for civil liability (balance of probability). MLB likely uses balance of probability as their threshold for a suspension, or possibly even lower given their goal is simply business interest.
