If there's any truth to the "they liked the Cubs' offer, but liked the Rays' offer more tweet from earlier in this thread", that doesn't track. Sounds like they were talking with 3 teams and this was the best offer.

True, but was responding to a post inviting speculation. It's been the case in the past that PTBNL is to give a team more time to decide between players.

Jays want more time to evaluate before making the decision, but already like the players within the groups more than what the Cubs or Giants were offering.

It's not a secret. It's usually the team has a list of players to pick from by a certain date.
