If there's any truth to the "they liked the Cubs' offer, but liked the Rays' offer more tweet from earlier in this thread", that doesn't track. Sounds like they were talking with 3 teams and this was the best offer.

It's been the case in the past that PTBNL is to give a team more time to decide between players.

It could just be that the Rays said something along the lines of, "We're willing to give you 1 guy from this group of 3 and another from this other group of 6." Jays want more time to evaluate before making the decision, but already like the players within the groups more than what the Cubs or Giants were offering. Counts are arbitrary, of course, but a scenario like that is pretty possible.
