There might be legitimate reason why they simply prefer to keep him in the minors. Hopefully, he convinces the org that he's ready because his skills would suit this team.

Yeah, Pompey in the outfield doing what he's capable of, with a EE/Bautista DH/1B rotation of some kind would greatly improve this team, I think.
