Means the batter is not picking up what the pitcher is throwing down or sitting on and waiting for his pitch! Plus on a called strike it has removed all possibilities of ever being hit with no swing! Hence a ever bigger miss then if he swung and missed! Hard to foul off balls if you don't swing either too!

Lots of hitters take pitches at the beginning of the PA or when they're well ahead in the count. A swinging strike in those situations most likely means the hitter was trying to be aggressive but the pitcher succeeded in getting him to miss.
