Yeah for me it's not really about punishing the users, it's more about rewarding the players who choose to say clean. In the old game, there was absolutely no incentive to stay clean because no one could get caught using. Now if you stay clean, you know that you won't get caught and that's probably enough of a reward for the players who don't really want to use PEDs in the first place. There's actually something in it for them now. Of course, you're always going to have players who have a win at all cost mentality and they will continue to use and those players will look foolish if and when they get caught.
In an ideal world, I feel like the distinction between "clean" and "dirty" players would be rendered meaningless. It seems like players interest would best be served if these drugs could be administered legally under medical supervision but the vast web of Western drug use hypocrisy is only just starting to get untangled.
