You said what are they waiting for to increase payroll? The article states that for all intensive purposes they already have so I don't really see how your post makes any sense.

All Shapiro said is that because of the currency exchange, the Jays are already effectively spending more on payroll. This attempt to answer his critics will only have the opposite effect because it's already being taken out of context and giving people even more reason to expect great spending.
