That's just not a correct characterization. His changeup grades out well with above average STUFF and LOCATION metrics.
His fastball has a really good STUFF grade despite average velocity. His LOCATION numbers on the fastball, however, are poor.
So he's a guy with two good pitches and bad command. He has trouble spotting the fastball, and the changeup is just not a strike pitch typically so the good LOCATION number doesn't mean he can necessarily land it in the zone and not get hurt.
His breaking ball is bad and he throws it too much... but that's probably because he has to to steal strikes.
So, not a smoke and mirrors guy. Just a league average reliever with fringe command. But if he can harness the FB just a little bit he will be very effective. He did that in 2021 and his FB was great.
