Perhaps this allows them to attach a pitcher to Hosmer's contract. They don't even have room for Manaea in their rotation.

Before we signed Kikuchi. Hatch and Hiraldo for Manaea. That's a yes from us? Seemed pretty comparable players to be on a quick read.
