I meant picked. Yes 90% of all rule 5 players are returned or stashed on the DL.

maybe he needs Tommy John. Picking him means that he's now on the 40 man and can be put on the 60 day DL. Which would mean 3 years of development and then out of options.

 

Yeah I was almost thinking TJS would be the best for us. What a horrible system for a player though lol.

That is a really good point that I didn’t even consider. If that was true - very creative.

It’s not even the roster spot that is the major issue - a year of limited appearances against MLB standard would likely f*** up his development.

 

We now have a manager who is good at managing minor league players. There will be plenty of opportunities to use Elvis in low leverage situations, against bottom of the order hitters. This is a move for the future, not 2019.

To prevent the abuse of the Rule 5 draft, the rule also states that the draftee must be active for at least 90 days. This keeps teams from drafting players, then placing them on the disabled list for the majority of the season. For example, if a Rule 5 draftee was only active for 67 days in his first season with his new club, he must be active for an additional 23 days in his second season to satisfy the Rule 5 requirements.

1. Elvis Luciano, RHP

Luciano is a live-armed 18-year-old Dominican righty who spent most of 2017 in the DSL, then came to the U.S. in August for a month of Rookie-level ball, then instructional league. I saw him during instructs when he was 90-94 with an average curveball, below-average changeup, and below command, especially later in his outing as he tired. He was an honorable-mention prospect on the D-backs list.

 

His velocity has mostly remained in that range this spring, topping out at 96. Luciano’s delivery has been changed to alter his glove’s location as he lifts his leg, probably to help him clear his front side a little better. He’s still had strike-throwing issues and might be a reliever, but he has a live arm and can spin a breaking ball. Though 18, Luciano’s frame doesn’t have much projection, so while he might grow into some velocity as he matures, it probably won’t be a lot. He’s an interesting, long-term flier who reasonably projects as a back-end starter.

Great catch and a rule I wasn't aware of. I know teams do stash injured players often, so I wonder if there is a cash deal which isn't publicized in year 2. Kevin Gadea with the Rays is an example. Nick Burdi as well. Julian Fernandez was a selection last year, didn't play and was now claimed on waivers by the Marlins, I haven't read anything about them having to play him or he goes back to the Giants.

7/8/9 major league hitters are still significantly better than anything this child has faced before. It would also end the chance of him sticking as a starter. Not good for his future at all, unless he somehow has unprecedented success as an 18 year old with no experience thrown in at MLB level.

Fun pick. Hopefully he sticks as a really s***** reliever all year. Can't really be any worse than the young Miguel Castro... then send him down to actually develop in 2020 and 2021.

So what was the rule/contract negotiation that made Luciano eligible?

 

"his original contract with Arizona was voided after he failed his physical at age 16, and the D-backs re-signed him to another contract with a lesser bonus, but subsequently he became eligible for each Rule 5 Draft after that."

They get all spring to scout him now.

 

If he's good enough for MLB, they'll treat him with kid gloves. Let him throw 2 or 3 innings in blowouts once in a blue moon. The odd inning here or there. Throw some phantom DL stints at him too. Just find a way to live with a 6 ERA reliever netting you 50 innings.

 

If he's not good enough at the end of ST, but they determine they like him, they could try and trade for him. Otherwise just give him back.

This is like when NBA teams could draft high schoolers.

 

Very interesting test case. I bet he develops better with the big league team, eating actual food and working on his repertoire in side sessions instead of being malnourished, gassed and clawing to put up numbers in the minors.

 

If that turns out to be true then abolish the minor leagues. I want to see the Rays run a team on a $5million payroll!

Im still pissed about keeping Urena,,,,even if you don't use his spot for Bergen.

 

Urena is probably just holding down Vlads 40-man spot. Gonna have to DFA someone to make room for him.

Plus we need at least a little SS depth until things shake down. GEEZ, maybe Shatkins could pull off a trade for a steady SS that can hit in the .260s with 15-20 HRs.

Oh no...he just traded him a few weeks ago for the MIGHTY Trent Thornton.

I have ZERO confidence in this horrible management group.

that's a pretty damn minor move to get all upset about. I think they are doing an excellent job building depth throughout the organization so that we can have a sustainable winner rather than a small window once every 20 years

You and the Terminator will regret this.... He went 3rd overall in a pretty deep Rule 5 draft... and was picked before Bergen. There is value there...Too bad I am not a betting fiend like some on the board. I would make you guys a little side bet;)

You probably offended someone with this post (not me) but probably someone.

 

Well, he stated in the same post that it kinda sucked to lose Bergen. So, he has Bergen as a higher value then Romano, but a major league team values Romano higher?? We are also talking apples and apples.. Both are pitchers.. It would be one thing if one were an pitcher and was a need for the WhiteSox the other an IF and SP was not a need for the Giants.

 

Basically the results of the draft show that a MLB team and their scouting department value Romano higher than Bergen and many other pitchers, yet we are upset about Bergen (Valid) but not Romano...?

I don't disagree. Too many people thought Romano was anything more than a plug. He isn't. Now I don't have to listen to how Romano will be a big piece in the rotation going forward.
