If you look at the account join dates some of them were yesterday or even longer so that might not even help

Are you able to rename the off topic forum slightly (maybe to Off-Topic Forum, or Off Topic Forums)? That might break their automation temporarily until admin can put in a more permanent fix. At the very least, they'll have to work for it a bit.
