There are two cases in which it would have to be a PTBNL. If the player was on the 40 man or was a 2018 draftee (which is why I believed the Noah Naylor rumour despite it seeming like far too much). Atkins comment seems to mean that it is a player on the 40 man.

Merryweather is on the DL so the Indians couldn’t put him through waivers to trade him. After the season is over no restrictions.

It’s Merryweather. He can’t be traded until after the season (hence ptbnl) and if/when he’s healthy he’s probably going to start for the Jays towards the end of 2019. Makes too much sense to be anyone else based on Atkins quote.

I'm sticking behind my conspiracy theory that Antonetti and Shapiro planned the whole thing out at the July 31st deadline. Shapiro wanted Mercado but JD wasn't healthy got Antonetti to get him at the last minute.
