Penalizes teams a lot more over Luxury Tax and since the Jays aren't quite going to be that high it narrows the gap between them and those other teams, while also giving advantage over smaller market teams.

You can argue that this balances out somewhat that teams are also more willing to pay more to sign players without the 1st round draft pick loss attached. Especially since draft picks tend to lose value considerably after the first round.

Blue Jays will still have more financial resources than small market teams + won't be affected by Luxury tax.

Helps the players a lot.

It depends on if the team signing are above the luxury tax threshold already and if they are it sounds like they have to give up a 2nd & 5th but if they are below it'll just be a 3rd round pick. They haven't said if the comp picks will still occur between 1st & 2nd rounds yet because that will definitely impact whether or not teams give QO to borderline players.

Also a QO can only be used only once on a player so that is going to make draft picks even more valuable IMO. Comp picks will be based on the market size of the team signing the player. As well a player has to have a contract greater than $50 Million to qualify for compensation.

That's what I meant, first round picks. Losing a 3rd or 5th round pick really isn't that big of a deal. Or at least not as big of a deal as a 1st rounder.

Basically get screwed by the Owners without having a Draft. Good for parity though as there is no advantage to losing more games.

A third round pick is meh. You'll pretty much always do better in trade unless the player is on a stupid contract.

First, it should be slightly higher. Second, it should still scale slightly based on the MLB standings. Ex., teams get a tradable bonus pool on top of their hard cap that ranges from nothing to $1M.
