So, if they both there at the same time, the runner cannot be out.

So, if they both there at the same time, the runner cannot be out. It sort of makes sense, because assuming both the runner and the ball arrive at the same it's almost like the runner beat the ball. It's 50/50 so I guess according to replay rules a call that close would always stand with the ump's original one.
