As we stand today, would Yasiel Sierra be ineligible for the supplemental draft?

During the Rule 5 Draft, most remaining players in the Yahoo database (with the exception of prospects already owned on MiLB rosters) will be available. The Rule 5 Draft typically consists of MLB international signings, MLB players cut from keeper rosters, and unowned prospects (prospects may only be taken if they have played at AA or higher, see MiLB Roster Management; international signings that were subject to international spending limitations may not be taken in the Rule 5 Draft).

If he was subject to international spending limitations, he goes into the Minor League Draft. If not, he's eligible.

Realistically, based on his age, we should probably just make a determination that he is eligible. He's 24/25 so he probably won't spend much time, if any, in the minors. And if he does, it will definitely be at AA or higher.

I think he should too, if there's an official release saying that he's signed.

Yeah there's no official signing yet so he won't be eligible.

His situation could fall under the following sentence from the MLB Roster Management portion of the rules:

"International free agents that are not subject to international spending restrictions and sign during the season are eligible to be claimed as soon as Yahoo adds them to the system. International free agents that were subject to international spending restrictions but are added to Yahoo's system during the season will be treated like prospects who did not his AA in the previous season - that is, they cannot be added unless they are called up to the big leagues."

he's not in Yahoo yet either

Currently he's not even in the Yahoo database, so it's probably a moot point. You can't draft someone who isn't in the database. Probably he'll just have to be subject to waivers when he makes his debut and Yahoo adds him.

How do we do waiver order? Reverse order of last year's regular season standings?

There was already a lottery back in like November. Remember Boxy got screwed again? It was hilarious.

What if one of our keeper aren't in the database?

I thought that was just waiver draft? Last year waiver order just went by reverse standings.

We should force you to keep him for wasting our time with this.

TCA, what happened to your team? The last two years you were a clear top-5 team heading in to the season, and one year later you're keeping like 8 players who have no business surviving the cut.

Alcohol probably played a part.

Trading all his good players for Stanton happened.

$20 says I finish ahead of you this year?

Definitely. Alcohol caused him to horribly mismanage his lineups and miss the playoffs with a team that most managers would have had in easily. He then missattributed his failure to his players and traded everyone away in ill-advised deals.

Basically, the liquor runs his team now.
