Yes and no. I don't think he will be as effective as Liam Hendricks, for multiple reasons. Liam had 180 major league innings prior to 2015. Liam had "average" stuff as a starter with good command. When his velocity increased, he already had good command.
Your concerns of where Biagini's command will be if his velocity spikes is fair, I believe. He has not pitched above AA. That does not mean he will fail in the Majors, we won't know until he gets the chance.
