I think it very well could be as simple as they have lots of days off early on and won't actually use the 4th OFer much. Ceciliani plays fulltime in AAA until they start actually using the 4th OF more (or injuries). Tapera is bizarre, but again with all the days off early on, the bullpen won't be overused and he won't pitch much. That said (and maybe for that reason) - a second LOOGY makes a lot of sense. Even Randy Choate to face 1 batter until Loup returns provides more value than Tapera does.
