The delabar throwing program is a bit of a misnomer....it's the delabar holding on to the ball program. It occured to the developers of the program that tennis players never have bad shoulders. They have bad elbows, but not bad shoulders and the serve is a lot like the motion of pitching. The difference is they don't release the raquet. The delabar throwing program uses 6 ounce to 2 pound balls where you increase the strength on the front of the shoulder when you release the ball, and when you make the motion and hold on you are increasing the strength of the back of the shoulder causing more well balanced strenth in the shoulder, one less prone to injury and one that enables you to throw the a baseball harder. This is an oversimplification, but the coles notes version based on what I saw on a piece describing the program.
