For all the hand-wringing done on this board by the people who wanted us to draft Singer, I'm going to guess he was demanding a signing bonus around $6M (equivalent to a Top 5 pick). So if we had drafted him, we probably would have had to pony up $1.5M to $2M over our 1st round slot value, which would have really hamstrung the rest of the draft, not to mention crushed the front office's negotiating leverage (since if you draft Singer with the intention of signing him well over slot, you have nothing much to show for your draft if you can't reach a deal with him).
The Royals have a signing pool of $12.7M, so they'll have plenty of money to sign Singer (even if they have to go $3M overslot) and Kowar (probably also well overslot) and a lot of their other picks, whereas the Jays only have $8M in their pool, so signing Singer could potentially have eaten 75% of their draft money.
