He might be a pretty good arm barn piece. His problem is his fastball velocity which starts out OK but declines inning by inning. Shouldn't be a problem out of the arm barn.

I don't think there's any way Canada prevents unvaxxed MLB players from coming to play in Toronto. MLB will react by forcing Toronto to play out of Buffalo. The political blowback of this is too great.
