OK, I added the clause about cases where people are intentionally doing this, but I really don’t think it will ever come up. New rule:
If a player you illegally added accrues stats, you are fined the least valuable 2nd round pick currently in your possession. If you do not own a 2nd round pick, you are fined your 2nd for the following season as soon as the picks are generated. Should you acquire a 2nd round pick before the upcoming draft, you forfeit that pick (assuming you didn't have one previously)
In cases where matchups are affected by the stats accrued by the illegally added player, forced benchings might be used on a discretionary, case-by-case basis to eliminate the advantage gained.
Commissioners reserve the right to take further action if league members believe an individual is making illegal adds intentionally.

- Jim has no 2nd, so he loses his 2019 2nd, or the first 2nd he acquires between now and the 2018 draft.
