Probably, but there's no harm in running the experiment and seeing what the results are. I don't like banning the shift, but I don't have a problem with restricting it a bit. Maybe require at least 2 infielders on each side of the 2nd base bag when the ball is released or something. It would just reduce the exaggeration of the shifts we see, but would still allow them to be used (along with still allowing 4 outfielder or 5 infielder configurations).
