Considering Tepera was a pretty bad MLB pitcher with alright MiLB numbers and Barnes dominated the minors, I would assume the latter had a better projection easily, and is likely to project better going forward.

Yeah, I guess it depends. Tepera gives up a lot of hard contact, whereas Barnes doesn't. Barnes walks fewer, strikes out more (not massive differences between the 2 guys, but it's there. Barnes gives up more fly balls, but the quality of contact is worse overall leading to a lower babip. Tepera gives up rockets, but so far... very low hr per fb and a low babip. Might need more time to see if they separate from each other
