This is accurate technically as Atkins is ultimately responsible, but Gibbons has a ton of influence on the decisions. I think we've seen lots of evidence that supports that notion.

Well its Atkins fault for putting too much stock in the manager then. We saw AA make moves based on what he thought was best and not the manager.

 

Its a managers job to manage the players. There's a reason why managers/coaches are horrible GMs across sports
