More like the upgrade over Bautista in RF defensively. Bautista could then move to 1B. So really Heyward is a huge upgrade on Smoak. Also gives them flexibility if Bautista and EE leave as FA in 2017.

I'm not sure how paying Heyward more than $20M a season gives this team more flexibility.

Well you wouldn't need to sign Bautista or EE in that case. Heyward is likely going to provide a good amount of surplus value on 20 Million as well. Regardless 2017 is going to be really tough to manage since there is a lot of money tied up.

I have a feeling Blanton will get a deal that's too rich for Shapiro's tastes as well given what other relievers have been getting, but then again that might just be Billy Beane trolling everyone, and not a sign of the market.

No chance the league gives them any considering they are a top revenue market now. Even with the exchange they make more money than most teams.

Why would the league care about the only Canadian team suffering from a weaker exchange rate? I'd assume all their conversations are in and about USD. This is on Rogers if true. I know small business owners that hedge against exchange rate fluctuation, it is highly unlikely Rogers doesn't hedge.
