It's high, but when you strike out that many batters its less harmful. K/BB is better when there is more of both.

 

Guy with 18K/9, 6BB/9 is better than 6 K/9, 2 BB/9.

I just don't get why Gibbons uses Santos this way, he's not a guy you want for more than an inning.
