Projections and projectable statistics (xFIP, SIERA, TIPS, xxFIP) give a far better measure of actual talent and future value. WAR's great for measuring production in the past. You can't use an accumulation-stat to measure someone's talent.

There's a tier of Kershaw, Sale, Strasburg, Hernandez, Fernandez, Darvish, and Harvey. It's also worthwhile to note that all of these pitchers were drafted and developed by their current major league team with the exception of felix who was an undrafted signing by the mariners and obviously darvish although he has also only been in one major league organization.
