They have many players doing that, as a result of how their comp system works. Players should have smooth declines following their peak. I've been reading up on basketball analytics recently. There's a ton of new data flying around and it seems like the community is beginning to better understand what leads to winning. PECOTA has the same flaws and that's why I'll never reference it for anything.

The young talent has kind of fizzled (Bruno and Nogueira really aren't that good and Delon Wright isn't ready) Our defense will probably allow us to have a chance to break through to the 2nd round but probably not much further. Hoping for the Knicks/Nuggets to tank as well so we can secure a top 5 pick

They're still reasonably decent ceiling, no floor prospects who are unlikely to amount to much but could be something. The pick should be exceedingly valuable, I have a feeling we end up with Jamaal Murray out of it which would be wonderful. This isn't the year. Hopefully we make it to the second round, find an elite coach once Casey's contract is up, and hit hard in free agency. I think that's the plan.

Seems like the org is just playing it out and praying to get a good FA this offseason.

Now, regular season record will determine a team's playoff spot. That... makes sense. So what purpose will the divisions serve then?

A desperate contending team would probably give us a couple of decent, cheap and controllable assets that's in desperate need of a rental 2 guard that could help us continue to retool going forward and still be a superstar away from contending and be able to pounce on that when the time comes with maybe even a piece or two we get back for DeMar in a trade for said superstar (or insane potential guy, i.e. Harden). Some idiot GM will pay DeMar ~$25M per this offseason, and I am not comfortable with that at all, especially with Carroll's contract already banking on him not just being a product of the Hawks system.
