They're always looking for loopholes to exploit. Trying to be smarter than everyone else, and succeeding more often than not. From today's BA article. I've been advocating this strategy for some time, particularly on the IFA market where the restrictions and penalties are not so punitive. Basically you sign as many players as you want or can afford and sit out one IFA year. You can actually get more quantity and quality of talent than you could by just abiding by the rules year after year. Also, an interesting point brought up by BA is that apparently you don't lose your bonus pool money for the next year by going over the cap, you're just restricted in how you spend it, so you can conceivably trade whatever excess you're not allowed to spend for something useful like the Astros did in getting prospect Ronny Torres from the Cubs. Eh, I think it's a great strategy if you feel there is a player that is a star. However with the bust rate of even big bonus 16yo IFA targets I think a steady wave of talent is more beneficial than big hauls. Additionally, I imagine the Jays will be able to land more talent next year with two of the biggest IFA spenders, in the Cubs and Rangers, sitting out.

The Rangers and Cubs were fortunate to be on the cutting edge of this trend. They were able to exploit a market that always seems slow to adapt. I think we'll see more teams go this route next year and land less talent as a result.

The Rangers signed 16-year-old Dominican infielder Yimmelvyn Alonzo for $350K, according to MLB.com's Jesse Sanchez. Over at BA, Badler points out that because Texas is already 15 percent over their spending pool, the Rangers will have to pay a 100 percent overage fee, meaning Alonzo essentially cost them $700K. Sanchez writes that Alonzo has some of the best raw power in this year's class of international prospects, though scouts are split on whether or not he can stay at shortstop. Some feel he will ultimately end up in the outfield or even at first base as he continues to grow.

I think the reports are that the Yankees are going all out in the IFA next year, and will take all the penalties. Might be a tough year for signing them.
