Don't know much about him other than he's an Army grad that was signed in June as a Free Agent - so I gather that means that he was undrafted, or maybe he didn't need go through the draft (he's 22), not sure how that works. Other than that, I don't much about him.

If they have them on some kind of innings limit then why not let them go 4-5 half as many times?

His high school team finished playing in May so he's been off for a while. With Smoral I think they're just taking baby steps in general. Big guys like him sometimes take longer to develop than a smaller pitcher would. They want to see the adjustments he's made in small bursts first before letting him stretch it out.

If Robson spends next year in Lansing, he'll be in his age 21 season, which is really the upper limit for that league. Jays take it sooooo slow with their pitchers it's nauseating.
